SIM livestock
The SIMb is based on a survey of 13 reference markets. Its main purpose is to guide livestock/meat sector actors in their decision-making. The data collected and processed are also used for :
Assistance in the implementation of projects,
the realization of national accounts,
the implementation of communal budgets,
National economic projections,
food security assessment.
The data collected covers both supply and demand aspects. All basic data are collected by animal category, taking into account both the age and fattening status of each head.
Other data is also collected by the investigators in the livestock markets. These include the profile of the actors (sellers, buyers), which determines the type of market, the taxes collected on the market by the various structures involved, namely the commune, the management committee, and the other services offered such as guarding, watering, and loading.
In the context of food security, SIMb data is used at two levels:
At the level of market attendance:
the presence of a large number of animals on the markets, especially in the production zones
the presence of young animals,
the presence of a large number of females.
At the level of prices charged:
- The fluctuation of prices on a production market can give an indication of the possible difficulties experienced by producers in terms of food.
- Monthly and quarterly summaries are produced for all markets monitored. An annual statistical report includes all the information on the markets. About 500 copies are distributed.
- The system, available resources and sources of funding:
- At the decentralized level: the staff is composed of one investigator per market and the head of the livestock zone on which the market depends is the controller of the survey.
- At the central level: a team is responsible for data entry, processing and dissemination. This team includes a department head (Engineer or Veterinary Doctor) supported by two to three agents.
- Funding is provided by the State budget, plus project support from the French Cooperation and the Fonds de Développement de l’Elevage (FODEL).
Livestock Development Fund (FODEL)
Following the devaluation of the CFA franc in January 1994, which encouraged a massive outflow of live animals that had become competitive for export, the Burkina Faso authorities introduced a levy called the Livestock Sector Contribution (LSC). This fee is applicable to export animals at a rate of 3,000 CFA francs per bovine, 250 CFA francs per small ruminant, 50 CFA francs per poultry and 100 CFA francs per kilo of skin. 40% of these levies are paid into the Livestock Development Fund (FODEL, Law No. 57/95/ADP of 21 December 1995). The FODEL, which is supposed to be a support fund for animal production, contributes between 200 and 300 million CFA francs each year. This fund has already been used to build infrastructure for livestock farmers (pastoral water points) and to purchase animal feed (SPAI) for disadvantaged areas and specific productions such as milk.
SIMb’s coverage by the State budget
SIMb has been implemented since 1991 with the financial support of the French Cooperation.
However, this funding has not always been provided on a continuous basis due to difficulties related to the renewal of different agreements. Thus, several breaks in funding have been observed, resulting in more or less long interruptions in the payment of investigators. This state of affairs is not conducive to ensuring that the Statistical Service is able to collect data properly, and the Ministry of Animal Resources has deemed it appropriate to include the activities of this survey in the State budget. Unfortunately, here too, the support has never been continuous, as the release of state funds is often restricted. During 2002, data collection activities were supported by FODEL. The inclusion of these activities in the 2003 State budget was accepted but subsequently refused due to budgetary restrictions. The first quarter of 2003 was again supported by FODEL and will be taken over by the Project to Support and Fight Poverty in Rural Areas, PAMIR.
On the methodological level :
- the weakness of the collection points (monitored markets),
- the lack of synergy and complementarity with other structures
- the risk of error (non-exhaustiveness of observations) and double counting due to the dispersion of sales points, the movement of animals within the same market or between nearby markets, the staggering of arrivals, the return of unsold products to the market, off-market transactions, the lack of confidence in the quality of the data, and the lack of information about the market.
In terms of resources:
- support from the state budget has not always been continuous,
- as has financial support from development partners,
- delays in mobilizing allocated funds,
- late payments by investigators.
In terms of distribution:
- The non-dissemination of certain information.
The SIMb maintains functional relationships with the structures below:
- State services: CRSPC, CPG, STC / PDES, SP / CPSA, DG-PSA
- Sub-regional organizations: CILSS
- Private sector: economic operators in the livestock / meat sector, in particular traders, exporters, butchers and their organizations.
- State structures: INSD, (DGD and sub-regional organizations (UEMOA, ALG)
- Sub-regional organizations: UEMOA,
- ALG State structures: Prime Ministry, national commitments.
