National Report 2006: State of Food Security in Burkina Faso

Every man, woman and child has the inalienable right to be free from hunger and malnutrition, in order to fully develop their physical and mental faculties “.
This was the proclamation of faith of states at the 1974 World Food Conference.
A generation later, an assessment of the world food situation concludes with a painful observation: not only was the goal of eliminating hunger not achieved, but the situation had deteriorated with 800 million people suffering from chronic diet in developing countries, including 200 million children under 5 with acute or chronic protein-energy deficiencies.
In this table, Africa is the only region in the developing world where per capita food production has declined over the past 40 years; Africa is therefore the continent of the world most affected by undernourishment, with many countries including our own.
It is to get out of this unenviable situation that actions have been taken at the global, continental and national levels.
At the African level, the resolution is taken for a better integration of the markets and commercial circuits of the African common market for agricultural products, for the primary benefit of the African populations.
Burkina Faso, like other low-income, food-deficit African countries, has the hope that the combination of intelligence and financial means can undoubtedly contribute to reversing this trend.
This is why, since the 1996 World Summit, Burkina Faso has endeavored to implement the recommendations of the World Food Summit and its action plan, addressed to the international community, and measures to be taken at the national level.
With the support of UNDP and FAO, we have developed a national food security strategy, including the operational phase
was adopted in October 2001.
Our country has developed and adopted a Strategic Framework for Poverty Reduction (PRSP) and thus meets the conditions for access to HIPC Initiative resources. This initiative constitutes a measure for mobilizing resources for development, and therefore for strengthening food security.
At the national level and in the logical continuation of the sustainable human development policy, the strategic framework for the fight against poverty and the government action plan inspired by the presidential program “continuous progress for a society of hope”, Burkina Faso has defined the sector’s development policy and strategies through policy and strategy documents.
All the actions they contain are to be implemented in the short and medium terms to succeed in the challenge of food security and come in many and many ways.
They deal with issues such as:
The establishment of a new system of coordination and
monitoring and evaluation of the national food security strategy
;
taking into account the structural and cyclical aspects of food security in the strategic framework of the fight
against poverty ;
The express development of a rural road development program;
refocusing thinking on the level and management mode of the national food security stock, with a view to real ownership of the stock by the State;
The study of the most appropriate measures to enable women to access land and credits granted by decentralized financial systems; women’s access to land and to local credit constituting one of the preconditions to be met for achieving food security in rural areas.
The problem of controlling water and agricultural production in the dry season through the Special Food Security Program (PSSA) through the development of simple planning and irrigation techniques; and the Small Village Irrigation Program (PPIV) implemented to exploit the existing potential by means of development, means of mobilization of dewatering and low-cost water transport to produce cereals in the dry season and finally the inputs other sectors of activity (health, economy, environment, transport, animal and fishery resources, etc.) to the achievement of food security; The initiative of this report offers a forum for exploration and treatment of different themes, a space for the presentation and analysis of the texts developed and the actions carried out, a place for clearing up this vast project which is the achievement of food security to which various professions, social groups and various entities contribute. This edition will mainly deal with:

  • Basic concepts of food security and cross-cutting concepts
  • The national crisis management system and its functioning in 2005
  • Food poverty in 2005 and 2006
  • the contribution of the agriculture and livestock sectors and finally gender to food security.

In this sense, His ambition is:

  • to give each year the state of food security to the Burkina Faso and the assessment of the achievement of the millennium for Development
  • to be a basic document for the work of the Board National Food Security
  • to be an information and working document for all those who will be interested (press, students, researchers and other audiences)
  • to be an advocacy document in the hands and place of embassies, investors, development partners etc.
  • to be a tool for deliberation in the hands of decision-makers I hope that this report, the first of its kind, in which each year you will find different topics covered, you will be of great use.
